INVITATION FOR BIDS DEMOLITION, SITE CLEARANCE WINDBER BOROUGH and BOSWELL BOROUGH, SOMERSET COUNTY CONTRACT NO. 1 WB-16-17-DEMO CONTRACT NO. 2 SC-14-DEMO The Redevelopment Authority of Somerset County will receive sealed bids for Demolition and Site Clearance in Windber Borough, Contract No. 1 (WB-16-17-DEMO) and Contract No. 2 (SC-14-DEMO) Boswell Borough, Somerset County, Pa. Bids will be received until 10:30 A.M., prevailing time, on the 5th day of March 2019, at the AuthorityÕs office located at 300 N. Center Avenue, Suite 520, Somerset, PA 15501. All bids will be publicly opened and read aloud at 11:00 A.M., prevailing time, the same date, at the Authority's office. Bids are invited on the following: The demolition and clearance of one (1) vacant, wood frame residential structure and one (1) four story apartment building, located in the Borough of Windber and one (1) two story apartment building located in the Borough of Boswell, Somerset County, Pennsylvania. Site grading and seeding will be included. Contract documents and technical specifications are on file and can be reviewed and obtained from the Redevelopment Authority of Somerset County; upon a non-refundable deposit of $15.00 per set. Checks shall be made payable to the Redevelopment Authority of Somerset County. Addenda, if any, will be issued only to those persons whose name and address are on record with the Owner as having obtained the Contract Documents. Pennsylvania state prevailing wage rates may be applicable if the total cost of either contract exceeds $25,000. These are included with the bid documents. Attention is called to the fact that "Proof of Disposal" of an acceptable solid waste/demo refuse disposal method, approved by the Pennsylvania Department of Environmental Resources, must be submitted at the time of bidding. Attention is also called to the fact that the contractor will be responsible for removal and disposal of all asbestos containing material in accordance with all applicable Federal and State regulations. A certified check or bank draft payable to the order of the Redevelopment Authority of Somerset County, negotiable U.S. Government Bond (at par value) or a satisfactory Bid Bond, executed by the Bidder and an acceptable surety, in an amount equal to ten percent (10%) of the total of the Bid shall also be submitted with each bid. The successful bidder must furnish 100% Performance, Labor and Materialmen's Bond before awarding the Contract. Attention is called to the fact that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin or handicap and to the greatest extent feasible, opportunities for employment be given to the lower income residents of the project area. The Contractor shall also utilize project area businesses located in or owned in substantial part by project area residents. Attention is also directed to the Executive Order 11625 and 12138, the Contractor, in performance of this contract shall, to the greatest extent feasible, utilize minority and or women-owned business concerns which are located within the municipality, county or the general trade area. Bids may be held by the Owner for a period not to exceed 30 days from the date of opening of bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to awarding of the Contract. PUBLIC NOTICE Pursuant to the PENNSYLVANIA CLEAN STREAMS LAW, the PENNSYLVANIA DEPARTMENT OF ENVIRONMENTAL PROTECTION Rules and Regulations, the SURFACE MINING CONSERVATION and RECLAMATION ACT, and the BITUMINOUS MINE SUBSIDENCE and LAND CONSERVATION ACT as amended, notice is hereby given that Rosebud Mining Company, 301 Market Street, Kittanning, PA 16201, has applied to the Pennsylvania Department of Environmental Protection for renewing its existing underground coal mine CMAP #11031301 and related NPDES permit #PA0235539. The current permit was issued on January 29, 2004 and will expire on January 29, 2019. This renewal does not contain any revisions. The operation is located in Cambria, Croyle, Jackson and Summerhill Townships, Cambria County and is known as the Madison Mine. The 11,021.4 acres of Underground Permit Area and 10,611.9 acres of Subsidence Control Plan Area are located as follows: bounded on the north by State Route 22 and SR 219 interchange; the east by Howells Run, Roaring Run and Laurel Run; the south by the towns of Summerhill and Ehrenfeld, Little Saltlick Run; and the west by the villages Vinco and Mundys Corner. The Surface Activity Site Area is located at 210 Hollow Lane, Mineral Point, PA 15942. There are three NPDES outfalls that discharge into Saltlick Run. Outfall 001 (40¼ 24Õ 19Ó, 78¼ 55Õ 29Ó) and Outfall 003 (40¼ 24Õ 24Ó, 78¼ 55Õ 30Ó) discharge treated surface runoff water and Outfall 002 (40¼ 24Õ 18Ó, 78¼ 55Õ 29Ó) discharges treated mine drainage water. All of the described areas can be found on the Ebensburg and Nanty Glo USGS, 7.5 minute series topographic maps. A copy of the application is available for public inspection, and copying for a fee, by appointment at the Department of Environmental Protection, District Mining Operations, 25 Technology Drive, California Technology Park, Coal Center, PA 15423. Written comments, objections, or a request for an informal conference may be submitted to the Department of Environmental Protection, District Mining Operations, 25 Technology Drive, California Technology Park, Coal Center, PA 15423, no later than thirty (30) days following the final (4th) publication of this notice and must include the personÕs name, address, telephone number and a brief statement as to the nature of the objection(s).
