LAUREL BOARD OF EDUCATION MEETING SCHEDULE - 2016 The regular meetings of the Board of Directors of the Laurel School District will be held on the second Tuesday of each month at 7:00 p.m. in the Board Conference Room with the following exception: Tuesday, December 6, 2016 (first Tuesday). January 12, 2016 February 9, 2016 March 8, 2016 April 12, 2016 May 10, 2016 June 14, 2016 July 12, 2016 August 9, 2016 September 13, 2016 October 11, 2016 November 8, 2016 December 6, 2016 Committee of the Whole Work Session meetings will be held on the Wednesday preceding the regular meeting of each month at 7:00 p.m. in the Board Conference Room. There will be no Committee of the Whole Work Session scheduled for the months of July and December. Legal: December 11, 18, 28, 2015 Lawrence County Municipal Authority Meeting Dates and Locations 2016 The Lawrence County Municipal Authority will hold their monthly meetings, as needed, on the fourth Wednesday of every month in the Lawrence County Commissioner’s Meeting Room, 2:00 p.m. Legal: December 28, 2015 NOTICE OF INTENT TO ADOPT ORDINANCE TO AMEND OIL AND GAS ZONING PROVISIONS Notice is hereby given by the Supervisors of Wilmington Township, Lawrence County, Pennsylvania, of intention to adopt an Ordinance of the Township of Wilmington to amend the Zoning Ordinance No. 105 of 1987, Ordinance No. 4 of 2007, and Ordinance No. 3 of 2015, to amend the provisions of the zoning ordinance that deal with oil and gas activity and to provide for additional standards to be applied in conditional use permit applications. Said Ordinance will be considered by the Board of Supervisors of Wilmington Township at a meeting to be held on February 22, 2015, at the Wilmington Township Municipal Building, 669 Wilson Mill Road, New Castle, PA 16105, at 7:00 P.M. The ordinance amendment would make the following changes to the Zoning Ordinance as to oil/gas activities: 1. Drilling shall be conducted by "closed-loop" systems that eliminate on-site retention pits and, instead, collect debris in protected containers that are carted to off-site landfills. 2 Drilling shall also be conducted by use of "green completion systems". Instance of flaring off the gas, the drilling process shall capture and separate the mixed gases, liquids and other substances that flow from the well, and direct them either into a pipeline or into a portable green completion system (as currently required by the Environmental Protection Agency). 3. Items No. 1 and 2 shall be required unless the Applicant can demonstrate that drilling cannot effectively be accomplished by those systems, and an alternative system is necessary in order to extract the gas. 4. In the event that an on-site retention pit is made necessary by conditions at the well-site, there may not be any storage of material generated from other drilling sites. 5. Compressor stations must be fueled either by natural gas or by electricity, and not by diesel motors, in order to reduce noise, unless the Applicant shall demonstrate that adequate compression can not be achieved except by diesel. 6. Screening by mounding soil, solid fencing, and/or planting evergreen trees and scrubs stategically around the compressor station, or enclosure within a building or other sound-muffling system may be required if necessary in order to protect neighboring uses from noise, depending on the conditions at the compressor station site. 7. Change 800.21.5 (A) as to noise abatement for wells: measure at the nearest property line, instead of "at the nearest building," in order to take into consideration the need for future residential development. (2) that defines "building." This standard already applies to compressor stations. 8. Change fees for consultants incurred by the Township in 800.21.7 (B); to "all reasonable and necessary" professional consultant fees incurred by the Township; eliminate the $5,000.00 cap per well site. 9. Change fees for consultants in 800.21a.6 (B) to "all reasonable and necessary" professional consultant fees incurred by the Township; eliminate the $2,000.00 per cap. The arbitration clause will serve as a reasonable check on unreasonable charges. 10. Limitation of sites for locating wells and compressor stations must consider the probability of air pollution being aggravated by topographical conditions, such as, but not limited to, vulnerable-low-level areas of residential or other habitation uses likely to be affected; (for example, Cottage Grove). Copies of the proposed Ordinance may be examined at the Wilmington Township Municipal Building, 669 Wilson Mill Road, New Castle, PA 16105, at the offices of the New Castle News, North Mercer Street, New Castle, Pennsylvania, 16101 and at the Lawrence County Courthouse, Court Street, New Castle, PA 16101, during regular business hours.
