(Published in The Norman Transcript December 24, 2015, 1t) RESOLUTION 2015-10 A NOTICE OF ELECTION RESOLUTION CALLING FOR THE 2016 GENERAL ELECTION IN THE CITY OF NOBLE, SETTING THE DATE FOR THE ELECTION, DETERMINING THE OFFICES TO BE FILLED, SETTING THE FILING PERIOD, AND INDICATING APPLICABLE LAW. WHEREAS, the City of Noble, Oklahoma, by this Resolution hereby issues an Order calling for the 2016 general election for the purpose of electing two council members in accordance with Article II, Section 2-2, Article II, Section 2-12, and Article VI of the Charter of the City of Noble and this Resolution constitutes Notice of said Election. WHEREAS, the Charter of the City of Noble provides that the general municipal election for the 2016 Council members from each of the Wards Two, and Four shall be conducted in accordance with the provisions of the Charter of the Constitution and Statutes of the State of Oklahoma; NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Noble, Oklahoma, that a general election shall be held on Tuesday, April 5, 2016, to select two Council members, one to be elected from Ward Two (2), and one to be elected from Ward Four (4). BE IT FURTHER RESOLVED that the filing period for any candidate for Council member shall be from 8:00 a.m. on Monday February 8, 2016 through Wednesday, February 10, 2016 at 5:00 p.m. as provided by Article VI, Section 6-4 of the Charter of the City of Noble, Oklahoma. BE IT FURTHER RESOLVED that any candidate for Council member must be past the age of twenty-one (21) and a registered voter at an address within the Ward for which the candidate is filing for Council member for a least one (1) year immediately prior to filing a Declaration of Candidacy. BE IT FURTHER RESOLVED that the election shall be nonpartisan and shall be governed by the provisions in Title 26 O.S. Section 13-101 et seq. BE IT FURTHER RESOLVED that all candidates for Council member shall be elected by Ward. BE IT FURTHER RESOLVED that any persons filing for office of Council member shall file with the Secretary of the Cleveland County Election Board a sworn statement of candidacy stating the following: (a) legal name as it is to appear on the ballot; (b) the street address of residence; (c) the ward in which the candidate resides; (d) age; (e) office for which the candidate is filing. No reference to party affiliation shall be placed on the filing statement. BE IT FURTHER RESOLVED that the candidate for Council member from each Ward receiving the greater number of votes for Council member is his/her Ward, shall be elected. BE IT FURTHER RESOLVED that every voter must be a registered voter of the Ward. BE IT FURTHER RESOLVED that absentee ballots are authorized for use in this election. BE IT FURTHER RESOLVED that a true and correct copy of this Notice of Election Resolution shall be filed with the secretary of the county election board no fewer than fifteen (15) days before the beginning of the filing period for said election. BE IT FURTHER RESOLVED that this Notice of Election Resolution shall be published in a newspaper of general circulation in the municipality at least ten (10) days before the beginning of the filing period for said election.
